Abstract: The Joint Protection Enterprise Network (JPEN) system is used by gate officers at military installations to share information about potential threats to the personnel, facilities and resources they safeguard. With JPEN, officers can report suspicious activity using the DoD Threat and Local Observation Notice (TALON) standard. Reports are available to other officers for situation awareness. As the number of facilities using JPEN has grown, the volume of notices has exceeded what can be efficiently browsed by gate officers. The proposed JPEN Situation Awareness (JSA) subsystem would address this problem. The JSA will use a generic Data-Knowledge (DK) interface to facilitate information exchange between the JPEN database and the event-driven correlation subsystem. It will be constructed from system architecture, including Sentar's KnoWebr distributed knowledge system, correlation engine, and knowledge authoring tools. This technology has been used in a variety of applications, most prominently in the Phase III development of an advanced cyber-defense capability for situation awareness and decision support for mission critical networks. Designed as an intelligent subsystem, the JSA will be positioned for rapid and inexpensive application to a wide range of correlation problems. The result is a general purpose solution for adding correlation capabilities to DBMS.
Benefits: As a general purpose solution for adding correlation capabilities to database management systems, the JSA technology will be used to enhance a wide variety of database systems, including physical security systems, C4ISR dynamic time critical decision-making, the Semantic Web, and decision support for control systems, customer relationship management, utility networks, information and physical security, global financial systems, network management, utilities, crisis management, emergency planning, and emergency response.
