Abstract: Through the Official Information Exchange (OIX) system, organizations within the Department of the Navy (DoN) receive thousands of messages daily. In order to determine what specific personnel need to review each message, human intervention is required to manually analyze the message content, make decisions about the appropriate audience, and distribute the message accordingly. This process is often cost-prohibitive due to the huge amount of daily labor effort involved. Commercial email profiling products, such as anti-spam filters, have been developed to deal with these information overload challenges. However, these products are expensive, proprietary solutions designed for the general public and therefore not optimized for the relatively narrow domain of the Navy. This topic aims to provide a Navy-tailored, open standards-based profiling capability for Navy messaging.
Benefits: The technology proposed for this topic will provide cost savings by automating the manual process of message analysis, will increase employee effectiveness by providing faster access to relevant information, and is potentially applicable to agencies through the DoD. In addition, the technology provides an open-standards alternative to expensive, proprietary email profiling solutions available commercially.
