Before you can submit an SBIR or STTR proposal, your company must be registered with the federal government's Central Contractor Registry (CCR). Registration is free and is done
electronically via the CCR web site located at www.ccr.gov. The CCR automatically registers you with the Small Business Administration (SBA).
Please note: If you are interested in receiving Small Disadvantaged Business, HUBZone, or 8(a) certifications, you will need to refer separately to SBA to complete that process (see www.sba.gov).
The Navy SBIR and STTR solicitations are a part of the overall DoD SBIR/STTR program. The actual solicitations are released on the DoD web site at
www.acq.osd.mil/sadbu/sbir/solicitations. Each DoD agency component (Air Force, Army, Navy, etc.) will have
its own unique set of technical topics listed in the solicitation. The DoD has a special search engine to help you locate technical topics that you may want to address. The search engine is located at
www.dodsbir.net/Topics.

Note: Each agency has its own unique set of needs, and there are variations in the overall rules. In the Navy's SBIR program, there are variations in procedures for the various System Commands (SYSCOMS). For this reason, please
study the solicitation carefully.
