The goal of NAVSEA's SBIR program is to help NAVSEA meet its R/R&D objectives by selecting SBIR efforts that are likely to transition into acquisition programs in support of NAVSEA's mission to develop, deliver and maintain ships and systems on time, on cost for the United States Navy.

 

Phase I
The following document templates are to be used when submitting deliverables required by the Phase I contract. For submittal of the initial Phase II proposal (an optional deliverable under Phase I), please see the document templates provided below for Phase II. As a reminder, when uploading a deliverable item to https://www.navysbirprogram.com/navydeliverables, it is recommended that you title your document using the full contract number and CLIN or Item Number of the deliverable, for example: N0001412C9999A001ProgressReport1.doc

Phase I Proposal Template - NAVSEA is providing the following template to assist small businesses in generating a Phase I proposal that fulfills all DoD, Navy and NAVSEA requirements. The template serves as a guide to required fields and the type of information evaluators expect to find in each field. Please note: although use of the template is not required for proposal submission, DoD does prescribe in the solicitation a preferred hierarchy of information, after which this template is modeled.

Phase I Status Report - Phase I awardees are required to submit a Phase I contract status report 60 days after contract award.

Phase I Draft/Final Report - Phase I awardees are required to submit a draft final report at 120 days after contract award and a final report at 180 days after contract award (coinciding with contract completion).

Phase I Outbrief - An outbrief illustrating the technical progress and transition potential of the technology as a result of the Phase I effort is due at 150 days after contract award. The outbrief should summarize the material to be covered in the final report. Please refer to the Phase I contract for additional information.

 

Phase II
The following document templates are to be used when proposing work for Phase II or when submitting deliverables required by the Phase II contract. As a reminder, when uploading a deliverable item to https://www.navysbirprogram.com/navydeliverables, it is recommended that you title your document using the full contract number and CLIN or Item Number of the deliverable, for example: N0001412C9999A001ProgressReport1.doc NOTE: The Phase II Initial Proposal is not to be uploaded to this site. The Phase II Initial Proposal should be submitted via email to NSSC_SBIR@navy.mil.

Phase II Initial Proposal - All Phase I awardees are welcome to propose work for Phase II, within the constraints set forth in the Phase I contract. This abbreviated proposal will allow the NAVSEA SBIR Program to evaluate all offerors in a timely manner and request more detailed proposals from those firms that demonstrate a high likelihood of success in Phase II.

Phase II Full Proposal - If, after evaluating the Phase II initial proposal, NAVSEA requests a Phase II full proposal from a firm, the full proposal should be submitted using the following template. Additional direction regarding timing and content will be provided by NAVSEA at the time the proposal is requested.

Phase II Monthly Status Report - All Phase II awardees are required to report their progress to the NAVSEA SBIR Program Office on a monthly basis using this report template.

Phase II Draft/Final Report - Phase II awardees are required to submit a draft final report 45 days prior to the completion of each contract CLIN and a final report at 30 days after completion of each contract CLIN. Please refer to the Phase II contract for additional information.
