Abstract: Our solution to creating a quick response, collaborative capability among Navy SEAL teams is centered upon a system that will provide the SEALs with direct collaboration support, automated collaboration support, intelligence surveillance reconnaissance (ISR), capture and access support, facilitation of distributed command and control (C2), and automated reporting. In an effort to maximize effectiveness of this system in the SEALs operational environment, these benefits will be implemented on a wearable computing environment that will allow the operator to maintain situational focus without distraction. There are several different types of events including intelligence, dialog, status, and mission events that are capture, monitored, and rapidly communicated to all members of the SEAL team as well as the Tactical Operations Center. This enables faster and seamless data automation and collaboration in a hostile environment. Additionally, this system will allow for intelligent event management that generates events automatically with respect to the current situation. By developing an easily integrated collaborative capability, this system will provide the SEAL teams with a best of breed technological interface that will dramatically increase team lethality while reducing the associated risk to any given mission.
Benefits: Benefits to be gained from the implementation of an enhanced tactical decision making system are an enhanced lethality of any SEAL team equipped with the SEAMORE system. Increased lethality also creates added survivability as well as the ability to increase the difficulty of the mission objectives with minimal impact to the SEALs risk factor. By automating collaboration support and intelligence gathering, additional benefits can be realized by allowing more situational information to be collected without direct user intervention. The SEAMORE system is designed to be a force multiplier for the SEAL teams, by providing an integrated and seamless set of tools that increase group situational awareness, safety and effectiveness. These benefits initially only apply to Special Forces teams like the SEALs because of the domain specific knowledge associated with them, however there are other commercial areas that could significantly benefit from the SEAMORE system. One direct commercial application is found in disaster and emergency management agencies. In this field, the SEAMORE system could be easily changed to permit rapid data deployment to officers and agents in the field working a disaster. For example, locations of found survivors could be mapped, and areas of higher concentrations could automatically be given greater allocations of resources for survivor recovery. Additional commercial opportunities could exist with operators of large parks. In this scenario, there are a volume of employees that are not always stationed at static posts. Information management and crowd control could be greatly improved with the implementation of the SEAMORE system.
