Abstract: This proposal describes an approach to establishing a Navy mission planning application marketplace and associated governance so the Navy may benefit from easily accessible open-market competition for mission planning applications. Ideally suited as an service application baseline, Kutta's UGCS is already organized into a robust set of components with their own standardized messaging interfaces. The proposal outlines the current challenges in proprietary mission planning systems and how to replace those proprietary closed systems with open service applications. The work plan describes a methodical approach to segmenting the services and documenting the interfaces as a policy for application vendors to conform to. The proposal explains how the work ties into to Kutta's current work and future vision, as well as plans for staffing, commercialization, and resources.
Benefits: The proposed system allows the Navy to create a best-of-breed mission planning system by partitioning the services in such a way that technical upgrades are encapsulated to single services without affecting other established services' data flow or processing. Instead of contracting the entire mission planning component to a single vendor, the Navy can now assemble the fastest and most lightweight routing algorithms, the most robust simulation algorithms, the most flexible test suites, and the most intuitive visualizations to create a mission environment that is truly a combination of the best evolution of a competitive market of vendors. Vendors will market these applications to the Navy as downloadable applications from a Navy marketplace web portal. Vendors must conform to published service application interfaces to sell services on the portal, so any unsatisfactory service can be replaced with another vendor's offering with ease.
