Abstract: From its historic beginnings with the establishment of the Naval War College in 1881, the U.S. Navy's wargaming capability has evolved with emerging technologies, tactics, techniques, and procedures. With the introduction of virtual world technologies, wargaming begins a new era in the "art of the possible." Team Sonalysts offers our proposed concept for "Simulated Wargaming" (SimWars) to provide the next generation of naval wargaming capability. Using a layered, measured, scalable, and dynamic enterprise Service-Oriented High Level Architecture (SOHLA) framework, we propose to develop the SimWars concept, design, and architecture. We will leverage innovation by assessing the latest commercial and military technologies, models, and simulations for mashup integration into SimWars. A trade space analysis will be provided with a life-cycle support plan, roadmap for growth and portability, and implementation recommendations. If invited to the Option period, Team Sonalysts will further demonstrate the architecture with a Proof-of-Concept using a client-server topology and provide recommendations for network implementation of the Phase II prototype. SimWars will set the new standard for wargaming with a more convenient, effective, and efficient venue that will empower U.S. Navy commands with maximum flexibility and control over wargaming scenarios for optimum results with greater participation and value.
Benefits: Team Sonalysts' SimWars can provide a "game changing" technology with greater efficiency, effectiveness, and realism than traditional tabletop wargames. This virtual wargaming capability can save the U.S. Navy money and lives, while also providing greater retention of information and skills. When fully developed, SimWars can reach a much wider and diverse group of participants to achieve greater insights into enemy order of battle threats and facilitate innovative responses to mitigate those challenges. This improved situational awareness through global inputs can save lives and resources through a more educated, adaptable, and prepared fighting force. SimWars can make wargames more agile and adaptive to the needs of the Navy with the means to keep wargaming up-to-date with current operational changes and technological advancements. Virtual environments can support a greater range of scenarios, which can be presented within a shorter timeframe. Large staffs can participate on station without the need to expend time and money for travel to another physical location. That can provide cost avoidance through reduced travel and fuel requirements, without impacting personnel tempo or the environment. SimWars can greatly reduce life-cycle costs in both the preparation and execution of wargames. Team Sonalysts envisions SimWars providing the Navy with a capability to replay wargaming "end-state" results in real time or accelerated play to see the impact of different "what if" effects. This holistic experience will range from the strategic through operational and tactical levels of operations with visualization of sensors and systems through an immersive experience. For greater realism, situational awareness can be compartmentalized down to the level of each wargamer. So even members on the same team may have different views of the particular elements since they are not seeing the wargame through an identical lens. The Blue Team could introduce Military Deception (MILDEC) or Military Information Support Operations (MISO) plans to provide realism and add the fog of war. The Red Team could inject Computer Network Operations (CNO) types of events to demonstrate those types of threats. Team Sonalysts' experience in Information Operations (IO) will provide for enhanced effectiveness using inputs from the various Warfare Centers of Excellence (WCOEs) such as the Navy Information Operations Command (NIOC) Norfolk with current doctrine, such as: Tactics, Techniques, and Procedures (TTPs); Tactical Memoranda (TACMEMOs); and Concept of Operations (CONOPs) to train warfighters through the pre-deployment training pipeline. These various doctrinal publications will facilitate an increased state of readiness through verification of scenario and vignette tactical applications. Team Sonalysts will initially focus our commercialization of SimWars on Navy customers from our past wargaming work with Naval Undersea Warfare Center, Naval War College, and the Office of Naval Research. We will also work with high-end (large, single sale) customers such as the Military Services, Federal Emergency Management Agency (FEMA), National Institutes of Health (NIH), Department of Homeland Security (DHS), World Health Organization (WHO), first responders, and academia. As the technologies and our approach become more mature, we plan to offer versions of SimWars for use in emergency planning for state agencies, first responders, academia, and local public health organizations. SimWars can also help mitigate a wide variety of threats to critical infrastructure from terrorist attacks or natural disasters.
