Before a Navy SBIR/STTR Award: Prior to submitting a proposal, a firm must register or be a current registrant on the federal government's System for Award Management (SAM) [formerly CCR]. In addition to your company's information you must also fill out the Representations and Certifications section [formerly ORCA]. The SAM database and web site is new and they are still working out the "kinks", so register early.
Phase I Technical Volume Instructions and Template: The following template is provided to assist small businesses in generating a Phase I Technical Volume that fulfills all DoD, Navy and SYSCOM requirements. The template serves as a guide to required fields and the type of information evaluators expect to find in each field. Please note that the template includes the Technical Volume content identified in the DoD SBIR/STTR BAA.

Navy Direct to Phase II Templates: The following instructions and template are provided for small businesses to use when preparing a response to a Navy Direct to Phase II topic. Please note: The use of this template is required for a Direct to Phase II proposal submission to the Navy.
Company Commercialization Report: This report captures the quantitative commercialization results of your firm's previous Phase II SBIR projects received from any Federal agency, not just from DoD; it must be completed even if your firm has no prior Phase II projects.
