Before a Navy SBIR/STTR Award: Prior to submitting a proposal, a firm must register or be a current registrant on the federal government's System for Award Management (SAM) [formerly CCR]. In addition to your company's information you must also fill out the Representations and Certifications section [formerly ORCA]. The SAM database and web site is new and they are still working out the "kinks", so register early.
Navy SBIR and STTR PHASE I Proposal Templates: The following templates are provided to assist small businesses in generating a Phase I proposal that fulfills all DoD, Navy and SYSCOM requirements. The template serves as a guide to required fields and the type of information evaluators expect to find in each field. Please note: although use of a template is not required for proposal submission, DoD does prescribe in the solicitation a preferred hierarchy of information, after which this template is modeled.
Company Commercialization Report: This report captures the quantitative commercialization results of your firm's previous Phase II SBIR projects received from any Federal agency, not just from DoD; it must be completed even if your firm has no prior Phase II projects.
