Navy SBIR / STTR Submissions

The Navy SBIR and STTR programs require electronic submission of many documents throughout the Phase I and Phase II process. Please see requirements and website locations below.

Before a Navy SBIR/STTR Award:  Before the Navy can award a contract, a proposing firm must register with the Central Contractor Registration (CCR) and complete an Online Representations and Certifications Application (ORCA).

Phase I and Phase II Proposal Submissions:  Submit a Navy Phase I or Phase II SBIR or STTR proposal through the DoD SBIR/STTR Submission Web Site. Company Commercialization Report:  This report captures the quantitative commercialization results of your firm's previous Phase II SBIR projects received from any Federal agency, not just from DoD; it must be completed even if your firm has no prior Phase II projects. Progress and Final Report Formats:  Refer to your contract which may have specific requirements you must follow. Summary Reports -  The Navy requires that all Phase I and II awardees must submit an electronic summary of their work. (Not for OSD or MDA reports.)
