Getting Started

  1. SAM Small Business Registration. In order to receive a SBIR or STTR award, your company must be an eligible small business registered with the federal government's System for Award Management (SAM). Registration is free and is done electronically via the SAM web site located at SAM will guide you to obtaining needed items such as a DUNS number and CAGE codes.

  2. Registration in DoD's DSIP System. In order to apply for a DoD SBIR/STTR and submit a proposal, you must be registered in the Defense SBIR/STTR Innovation Portal, DSIP at Your submission will be through this site.

  3. Registration in SBA's SBIR.GOV System. The SBA's SBIR.GOV Company Registry (see FAQ is a more recent element of the SBIR/STTR data system and application process. Once you have registered, your company will be given an SBIR/STTR ID number that you will use when applying to any SBIR/STTR agency solicitation.

The Navy SBIR and STTR announcements (BAA) (formerly called solicitations), are part of the overall DoD SBIR/STTR program. The actual BAAs are released by the DoD on their web site at Each DoD agency component (i.e. Air Force, Army, Navy, etc.) will have their own unique set of technical topics listed in the BAA.

The Navy SBIR/STTR website also posts the Navy's topics including a search engine when the DoD SBIR/STTR BAA is issued.

Note: Each agency has its own unique set of needs, and there are variations in the overall rules. In the Navy's SBIR program, there are variations in procedures for the various System Commands (SYSCOMS). For this reason, please study the BAA instructions carefully when the BAA is issued.
